I am setting up a windows 10 VM in Azure. The Windows 10 license requirements are a somewhat involved subject that depend on a number of variables (What licenses/subscriptions do you currently have? Will this be used for test, development, or production?) and it's worthwhile to talk to sales about your scenario.

Windows 10 on the other hand, is licensed per user and Windows 10 VMs require that you bring your own license (although in the past this wasn't made clear during setup which has led to some confusion).

The cost of a Windows Server VM is based on the number of vCPUs and that can be included in the cost of the VM (you'll see a pretty straight forward OS cost increase as the number of vCPUs goes up).
